During the “Twelfth Five-Year Plan” period, the city plans to build 35 million square meters of green buildings. By 2015, more than 10% of the new buildings in the city will be green buildings. On September 9th, the city held the Beijing Green Building Evaluation Mark Promotion Conference and officially launched the green building evaluation work. This also marks that the city’s green building evaluation and identification work has begun, and the promotion of green buildings has entered a new stage.
Deputy Director Feng Keliang of the Municipal Housing and Urban-Rural Development Committee introduced that the city has always attached great importance to building energy conservation and green building work, and building energy efficiency is in line with the standards of developed countries. During the “Twelfth Five-Year Plan” period, the city plans to build 35 million square meters of green buildings. By 2015, the proportion of green buildings will reach more than 10% of the newly built buildings. All districts and counties should complete a certain number of green building demonstration projects. By 2020, the proportion of new buildings in the city that meet the green building standards will reach or be close to the world city level.
In the future, all new, renovated and expanded civil construction projects invested by the government should meet the green building standards, and their incremental costs should be included in fixed assets investment; important functional parks should be built with green low-carbon parks, and park buildings should meet green building standards.
During the “Twelfth Five-Year Plan” period, green buildings will be expanded from point to point, and the future demonstration projects of green building parks such as Science and Technology City, Lize Financial Business District, Haidian North New District, CBD Dongfang, Mentougou Eco-city, and Shougang Industrial Replacement Plant will be organized.
Mr. Ye Dahua, member of the Beijing Municipal Planning Commission, said that the Beijing Green Building Evaluation Standard is aimed at building, rebuilding and expanding residential buildings and public buildings. It will be divided into three levels: one star, two stars and three stars according to different standards. The city is preparing the “Green Building Design Standards” and will release them in the near future.
The evaluation criteria are divided into various standards such as land and outdoor environment, energy conservation and energy utilization, water and water use, indoor environment, and operation management. Green buildings must meet all “control” requirements.
The “control” standards for residential buildings are required in terms of land and outdoor environment. Green buildings should not damage local cultural relics, natural water systems, wetlands, etc.; site selection should avoid geological disasters, floods, windstorms and hazards.
In order to intensively and economically use land, the standard also proposes an upper limit indicator for controlling per capita land use. The area of residential land includes residential land, public construction land, road land and public green space. According to the current living population of Beijing, the population of residential areas is calculated by 2.8 people per household. According to this, the per capita residential land index is not lower than 49 square meters, the multi-layer is not higher than 32 square meters, the middle and upper floors of the 7 to 9 floors are not higher than 27 square meters, and the upper layer is greater than or equal to 10 floors. 17 square meters; greening species choose native plants adapted to the climate and soil conditions in Beijing, and the number of plants within 500 kilometers from the origin of the plant to the site is more than 70% of the total number of similar species.
Indoor environmental standards require that at least one living space in each residential house meet the requirements of sunshine standards. When there are 4 or more living spaces, at least 2 living spaces meet the requirements of sunshine standard; the living space can be naturally ventilated and ventilated.
